| Résumé: | As human needs and aspirations grew, individuals sought to move beyond isolation by strengthening their ties with other peoples and communities. This expansion of interaction made it necessary to develop both customary and written legal rules to regulate such relations in an atmosphere of understanding, harmony, and peace.
Gradually, societies evolved into states whose increasing needs and intertwined interests gave rise to the state as the primary nucleus of the international community. With the emergence of states, international law developed as a body of rules governing relations among them, defining their respective rights and obligations. |
